The delegation of the National Assembly's Committee for Culture and Education worked with Hanoi University of Industry
On the afternoon of April 6, 2022, the delegation of the National Assembly's Committee for Culture and Education (NACCE) led by Chairman Nguyen Dac Vinh had a working session with Hanoi University of Industry to survey the implementation of policies and laws on autonomy, quality assurance and accreditation of higher education.
An overview of the session
The delegation included Mr. Nguyen Dac Vinh - Member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of NACCE as the head of the delegation; Ms. Nguyen Thi Mai Hoa - Vice Chairman of NACCE; Mr. Do Chi Nghia - Standing member of NACCE; Mr. Nguyen Thi Tuyet Nga - Member of NACCE; Mr. Pham Nhu Nghe - Deputy Director of Higher Education Department, Ministry of Education and Training; Ms. Vu Thi Hai Yen - Deputy Director of Administration Department, Ministry of Finance; Mr. Tran Van Khiem - Deputy Director of the Organization and Payroll Department, Ministry of Home Affairs and officials and experts of NACCE, Office of the National Assembly. There were also representatives of media agencies: the Vietnam National Assembly Television, People's Deputies Newspaper.
On the side of Hanoi University of Industry, there were Assoc.Prof.Dr. Tran Duc Quy - Secretary of the Party Committee, Rector of the University; Assoc.Prof.Dr. Le Hong Quan - Deputy Secretary of the Party Committee, Chairman of the School Council; comrades in the Standing Committee of the Party Committee, the Board of Directors, the President of the Trade Union, representatives of the University’s departments, faculties and centers.

Speaking at the working session, Mr. Nguyen Dac Vinh - Member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of NACCE emphasized: The delegation wishes to listen to reports from some higher education institutions, including Hanoi University of Industry on the implementation of policies and laws on autonomy, quality assurance and accreditation of higher education. Working with the University, the delegation highly appreciated the results of autonomy in terms of organizational structure, facilities, expertise and training quality, especially innovation in university governance.
On behalf of the University's leadership team, Assoc.Prof.Dr. Tran Duc Quy - Secretary of the Party Committee, Rector of the University reported to the delegation on the implementation of policies and laws on autonomy, quality assurance and accreditation of higher education of Hanoi University of Industry. Over the years, the University has strictly implemented legal policies on higher education and guiding documents.

The academic year 2017 - 2018 is a pivotal year for Hanoi University of Industry when the University renews its operating mechanism towards university autonomy (Decision No. 945/QD-TTg of the Prime Minister dated 4 July 2017 on the approval of the pilot project to renovate the operating mechanism of Hanoi University of Industry). University autonomy has created many opportunities for the University in the implementation of different aspects of operation including: Professional (academic) autonomy; Financial autonomy; Organizational autonomy; Autonomy in enrollment and training; Autonomy in scientific and technological activities; Autonomy in international relations…
The period 2017-2021 is a period of outstanding development of Hanoi University of Industry in the process of comprehensive fundamental reform of education. Although there are still difficulties, it must be affirmed that the autonomy mechanism has brought the University new opportunities with very important successes for the University to develop comprehensively and sustainably.
In addition, reporting on the implementation of policies and laws on higher education, Assoc.Prof.Dr. Tran Duc Quy also mentioned a number of suggestions so that in the coming time, the Law on Higher Education, some other related laws and guiding documents will be increasingly complete, in accordance with the actual conditions of today’s higher education.

Concluding the working session, Chairman of the National Assembly's Committee for Culture and Education Nguyen Dac Vinh congratulated the achievements of Hanoi University of Industry. He highly appreciated the discussion with the University about a number of issues related to the implementation of the Law on Higher Education, the progress of promulgating guiding documents, and also acknowledged recommendations and suggestions of the University leaders. The delegation will summarize opinions of educational institutions to make timely proposals to adjust and improve institutions and guide them to implement autonomy effectively
Prior to the session, the delegation visited Tradition hall, Faculty of Electronics, Faculty of Mechanical Engineering and HaUI-Foxconn Technical Training Center.
