On June 28th, The seminar on the " Introduction and Utilization of the openscience.vn Platform" organized by Hanoi University of Industry, attracted the participation of numerous experts, lecturers, researchers, and students in the field of information technology.
Overview of the seminar
Dr. Nguyen Van Thien, Vice Rector of Hanoi University of Industry, delivering the opening speech
In the opening speech, Dr. Nguyen Van Thien, Vice Rector of Hanoi University of Industry, stated that the Ministry of Information and Communications is currently drafting a Decree on the Shared Database. This draft is being developed to detail the construction, updating, maintenance, exploitation, and use of the national database and to regulations on database sharing among state agencies. Despite certain efforts in building the national database, there remain many limitations and challenges, including delays in implementation, lack of synchronization and consistency in the implementation model, and difficulties in data sharing and connectivity. Therefore, Openscience.vn is expected to provide a space for applied research experts, lecturers, and students in data science and artificial intelligence at Hanoi University of Industry to exploit for teaching, training, research, and the development of AI algorithms and models.

According to Assoc. Prof. Dr. Nguyen Long Giang from the Institute of Information Technology, Vietnam Academy of Science and Technology, and MSc. Phung Cong Dinh, Director of the National Data Center for Science and Technology, National Agency for Science and Technology Information, there are three major strategies related to the national database: national data, national digital transformation, and AI research, development, and application. In these three strategies, the database plays a crucial role and is considered a "goldmine" in the digital era. When building a large data management and sharing system, it is necessary to ensure the principles of open data, and the data components are formed during the scientific and technological research process, ensuring legality managed by the state. Especially, ideas and experiences in the research process need to be preserved and passed on to future generations, ensuring inheritance and avoiding resource wastage. Therefore, the correct and scientific collection, exploitation, and sharing of data will effectively support the research and teaching activities of lecturers and students.
Openscience.vn is a platform built and developed by the Institute of Information Technology, Vietnam Academy of Science and Technology, with funding from the Vingroup Innovation Foundation (VinIF) as part of the National Strategy on AI Research, Development, and Application until 2030.
The openscience.vn portal allows for the display of data by topic, sharing of datasets, and allows users to upload data, search, exploit, and share available datasets (within permission limits). A unique feature of the platform is its ability to manipulate, process, and run data analysis on a robust cloud infrastructure, supporting the development and training of machine learning and AI models, which are costly and not easily accessible to the majority.

During the seminar, researchers and lecturers from Hanoi University of Industry presented and discussed data analysis and artificial intelligence topics, such as: "Semi-Supervised Multi-View Fuzzy Clustering on Enhanced Fuzzy Sets" and " Incremental Attribute Reduction with α, β-level Intuitionistic Fuzzy Sets."
